Appointment of Shri Shaktikanta Das as Governor, RBI

In exercise of the powers conferred by clause (a) of sub-section (1) read with sub-section (4) of Section 8 of the Reserve Bank of India Act 1934, the Central Government appointed Shri Shaktikanta Das, IAS Retd., former Secretary, Department of Economic Affairs, as Governor, Reserve Bank of India (RBI), for a period of three years.

Shyama Prasad Mukherji Rurban Mission

The Shyama Prasad Mukherji Rurban Mission (SPMRM) is under implementation across the country. The Mission has progressed since the launch in 2016. Out of the mandated 300 clusters, 295 clusters have been identified and approved across 29 States and 6 Union Territories. SPMRM was launched by the Hon’ble Prime Minister on February 21st, 2016 with an outlay of Rs. 5142.08 crore. This is a unique programme, designed to deliver catalytic interventions to rural areas on the threshold of growth. There is a funding support of up to 30% of the estimated investment for each Rurban cluster, given as Critical Gap Funding (CGF), while 70% of the funds is mobilized by the States through convergence with synergic State and Central programmes as well as private investment and institutional funding. Upon being re-classified as a Centrally Sponsored Scheme, the CGF is now shared between the Centre and the State in a ratio of 60:40 for Plain area States and 90:10 for Himalayan and NE States.
        Further, through intense engagements with the States, 232 Integrated Cluster Action Plans (ICAPs), which are the blue prints of investment for each cluster, have been approved. Rs1314 crore of Central Share of CGF, Rs. 627.91 crore as corresponding State Share and Rs. 103.25 crore of Administrative Funding, has been released to 29 States and 6 Union Territories over the last four financial years. In FY 2015-16, administrative funds of Rs.32.05 crore has been released. In FY 2016-17, the BE of Rs. 300 crore was doubled at the RE stage to reach 100% expenditure, with a total release of Rs. 600 crore. In FY 2017-18, Rs. 553.26 crore was released to States/UTs against the revised estimate of Rs. 600 crore. In the current FY 2018-19, 236.90crore has been released till date, against a revised estimate (RE) of Rs. 551.03 crore.
            Substantial part of the works identified for development in the clusters is focused on provision of basic and economic amenities. Provision of basic amenities in a cluster typically comprise; provision of 24/7 Water Supply to all households, Solid and Liquid Waste Management facilities at the household and cluster level, provision of Inter and Intra village roads within the cluster, adequate Street Lights and Public Transport facilities using green technologies. Provision of Economic Amenities in a cluster comprise various thematic areas in the sectors of Agri Services and Processing, Tourism, and Skill development to promote Small and Medium Scale Enterprises.

Welfare Schemes for Rural Masses

The Government organized “Gram Swaraj Abhiyan (GSA)” from 14th April to 05th May, 2018 and also extended the campaign to villages having population of more than 1,000 in 117 Aspiration Districts from 1stJune 2018 to 15th August 2018.
The campaign, undertaken under the name of “Sabka Sath, Sabka Gaon, Sabka Vikas”, was to promote social harmony, spread awareness about pro-poor initiatives of the government and reach out to poor households to enroll them as also to obtain their feedback on various welfare programmes. As a special endeavor during the Gram Swaraj Abhiyan, saturation of eligible households/persons was envisaged under seven flagship pro-poor programmes, namely, Pradhan Mantri Ujjwala Yojana, Saubhagya, Ujala scheme, Pradhan Mantri Jan Dhan Yojana, Pradhan Mantri Jeevan Jyoti Bima Yojana, Pradhan Mantri Suraksha Bima Yojana and Mission Indradhanush. During GSA, farmers meeting was also organized at block level in rural areas of the country with the aim of “Doubling the farmers’ income till 2022”.

National Statistical Commission

The National Statistical Commission (NSC) constituted a Committee on Real Sector Statistics under the Chairmanship of Dr. Sudipto Mundle in April, 2017 for improvement and modernisation of real sector database. The Committee submitted its report to the NSC in July, 2018.Chapter V of the report discusses alternative approaches for converting the old GDP series to the new base year 2011-12. It presents estimates of the old series of GDP and other macroeconomic aggregates converted to the new base year 2011-12 for the period 1993-94 to 2013-14 based on one of these approaches.

2.     The report of the Committee was considered by the NSC in its meeting held during 16-17th July, 2018. In this meeting, the NSC inter alia noted the recommendations made by the Committee along with those made by three other committees and desired that the reports of all the four Committees should be placed on the MoSPI website for wider consultation. Accordingly, the reportswere uploaded on the MoSPI website.

3.     The Committee on Real Sector Statistics made the following recommendations:
(1)    The estimates of GVA/GDP prepared by the CSO using its methodology for the period 2004-05 to 2011-12 may be considered by the NSC as and when they are approved by the Advisory Committee on National Accounts Statistics.
(2)    The NSC could also consider initiating an exercise toproject forwards the GDP series based on the old methodology with 2004-05 as base up to, say, 2014-15 and adjust it to the new base year 2011-12 based on comparisons with the new series.
(3)    Meanwhile the estimates of gross domestic product and other related aggregates forthe period 1993-94 to 2013-14 using the production shift method are being presented to the NSC for consideration.
(4)    When the GDP and other macroeconomic aggregates based on the methodsmentioned in V.3.1 and V.3.2 of the report become available the time series data based on all the three approaches should be compared for their robustness.
4.     The reports of Committees were considered by the NSC in its meeting held on 30th Jul 2018 at Mumbai and the NSC gave directions that a copy of all the three reportsof the NSC Committees on Real Sector statistics, Online Reporting System and Analytics may be forwarded to MoSPI for comments on eachitem of recommendation.
5.     As the report of the Committee on Real Sector Statistics is in the public domain, there seems to be some confusion in a section of the media as also amongst a few economists and academicians that back series data of GDP has been officially released by the MoSPI.
6.     It is clarified through this Press Note that the methodology for back-casting GDP series has not yet been finalised and various alternative methods are being explored. The methodology as also the series using the methodology will be worked out using the suggestions made by the Committee on Real Sector Statistics and other suggestions that emanate during the consultancy process. This exercise will first be considered in the Advisory Committee on National Accounts Statistics and subsequently by the NSC. Thereafter, the MoSPI will consider releasing official estimates on back series of GDP data. Thus, it is work in progress.

Economic Survey Draws Attention to 10 New Economic Facts on Indian Economy

The Economic Survey presented by the Union Finance Minister Shri Arun Jaitley in Parliament on 29th January has relied upon analysis of the new data to highlight ten new economic facts:


1.      Goods and Services Tax (GST) has given a new perceptive of the Indian economy and new data has emerged.  There has been a fifty percent increase in the number of indirect taxpayers. There has also been a large increase in voluntary registrations, especially by small enterprises that buy from large enterprises wanting to avail themselves of input tax credits.

The Survey also stated that fears of major producing states that the shift to the new system would undermine their tax collections have been allayed as the distribution of the GST base among the states got closely linked to the size of their economies.

Similarly, there has been an addition of about 18 lakh in individual income tax filers since November 2016. 

2.      India’s formal sector, especially formal non-farm payroll, is substantially greater than what it currently is believed to be. It became evident that when “formality” was defined in terms of social security provisions like EPFO/ESIC the formal sector payroll was found to be about 31 percent of the non-agricultural work force. When “formality” was defined in terms of being part of the GST net, such formal sector payroll share was found to be 53 percent.


3.      For the first time in India’s history, data on the international exports of states has been  dwelt in the Economic Survey.  Such data indicates a strong correlation between export performance and states’ standard of living.  States that export internationally and trade with other states were found to be richer.  Such correlation is stronger between prosperity and international trade. 

4.      India’s exports are unusual in that the largest firms account for a much smaller share of exports than in other comparable countries. Top one percent of Indian firms account only for 38% of exports unlike in other countries where they account for substantially greater share – (72, 68, 67 and 55 percent in Brazil, Germany, Mexico and USA respectively).  Such tendencies were also found to be true for the top five or ten per cent of the Indian companies.

5.      It was pointed out that the Rebate of State Levies (ROSL) has increased exports of ready-made garments (man-made fibers) by about 16 per cent but not of others. 

6.      The data highlighted another seemingly known fact that Indian society exhibits a strong desire for a male child.  It pointed out that most parents continued to have children until they get number of sons.  The survey gave details of various scenarios leading to skewed sex ratios and also gave a comparison on sex ratio by birth between India and Indonesia.

7.      The survey pointed out that tax departments in India have gone in for contesting against in several tax disputes but also with a low success rate which is below 30 per cent. About 66 per cent of pending cases accounted for only 1.8 per cent of value at stake.   It further stated that 0.2 per cent of cases accounted for 56 per cent of the value at stake.

8.       Extrapolating the data the survey indicated that growth in savings did not bring economic growth but the growth in investment did. 

9.      The survey mentions that collections of direct taxes by Indian states and other local governments, where they have powers to collect them is significantly lower than their counterparts in other federal countries. A comparison has been given between ratios of direct tax to total revenues of local governments in India, Brazil and Germany.

10.  The survey captures the footprints of climate change on the Indian territory and consequent adverse impact on agricultural yields.  Extreme temperature increases and deficiency in rainfall have been captured on the Indian map and the graphical changes in agricultural yields are brought out from such data.  The impact was found to be twice as large in un-irrigated areas as in irrigated ones.
